If God is perfect why did He change His mind?

If God is all knowing, and being all knowing - He knew He would change his mind. Did He then really change his mind??

In my opinion, it's not really changing his mind per se, but responding to the actions of the Israelites (who were the ones changing their minds). God set out conditions in the beginning; do this and live, do that and die. When the people finally change their minds and turn from their sin, God switches back to option A (which He always knew he would). If the people had not changed their minds, God would not have 'changed his' either. It wasn't like God made a mistake in deciding what he was going to do, and then thought better of it. It was perfect holiness and righteousness, I think.
